Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the outgoing year. By day, negotiation efforts are conducted: hopeful statements are released from different nations. Considerable effort is devoted on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a defensive team – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are clearly incapable to substitute in the near term.
Failed Diplomacy
The detailed framework from Washington provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This trend will, certainly, endure.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration works based on a assumption well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is impossible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, Washington does nothing to deter Moscow, through statements or actions, from thinking that the situation will not evolve additionally in its advantage in the near future.
Divergent Views
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until conditions improve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains highly unlikely that this will modify their basic position.
These opposing factors are driving the talks.
Assessment and Future
It took a only one week to kill the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
